I think they should if at all possible. There are so many programs that make it easier to save now like Upromise. You're handicapping your child if you saddle them with $30k in debt after college. They're not obligated by any means. But if they don't help with tuition they shouldn't have any say about whether the child goes to college, where they go, or what they study.
